The Borough of Harrington Park is seeking proposals for professional services to conduct a revaluation of all property within the municipality for the year 2027. The revaluation must be completed by October 1, 2026. Proposals must comply with New Jersey state statutes and administrative code. All classes of property must be inspected, physically measured, and listed with sketches. The revaluation must utilize the Microsystems of Northern NJ CAMA system. Commercial cost data is to be calculated using the Marshall Swift commercial cost estimator. An aggressive public relations program is required, including public meetings. Digital photographs of properties are mandatory. The selected firm will also be responsible for the defense of appeals filed with the Tax Court of New Jersey for the first two years following the revaluation. The Borough will provide a tax map, land use and development ordinance, and access to its CAMA system. Proposals are due by 2:00 p. m. on May 20, 2026. Evaluation criteria include the respondent's program, experience, project team, integration capability, schedule, cost, and insurance. Oral presentations may be requested.

The firm shall conduct a revaluation program, including public education and citizen meetings. Field personnel require specific experience and resumes must be submitted. The firm must ensure courteous conduct and may have staff removed at the municipality's request. Personnel changes require written approval. Field representatives need photographic identification, and vehicle information must be on file. All field personnel must have at least two years of field experience and education in the inspection process. The firm will attempt up to three calls to each property for inspection, leaving notices and contact information. If entry is not possible, a certified letter will be sent. Inspections can be scheduled during reasonable hours, including weekday evenings and Saturdays, but not Sundays. The firm must notify the tax assessor of any failed entry attempts. For residential properties, at least two approaches to value will be used, and for other properties, at least three. The firm will appraise all property categories within the borough. Monthly progress reports and meetings with municipal representatives are required. Hard copies of field work should be forwarded for review, and discrepancies must be corrected at the firm's expense. An approved work schedule must be adhered to, with deviations requiring approval. Upon project completion, property owners will be notified of their appraised value and advised to schedule an informal review. These reviews will be staffed by qualified personnel, and any corrections will be made after consultation with the assessor. A written record of each review, signed by the taxpayer, must be provided to the assessor. Property owners will be notified of review results within four weeks. The firm shall prepare a neighborhood land value map and provide detailed data used for its preparation. Appraisals must be based on the latest edition of the real property appraisal manual for New Jersey assessors and Marshall and Swift evaluation, with deviations requiring written approval. All values will be transferred to the tax assessor's computer system. The firm must provide prelabeled legal size file folders with property information and hanging folders. Property record cards, photos, and related information are to be filed in the tax assessor's office, including the merger of current and new assessment files.
