This is a Request for Bids (RFB) from Wentzville R-IV School District for new and retread tires for the **** school year. Bids are due by June 2, 2026, at 10:00 AM CST and must be submitted via BidNet Direct. Questions regarding the RFB must be submitted through BidNet Direct by May 29, 2026, at 10:00 AM CST. The scope of work includes supplying specific sizes and types of new and retread tires, with approved brands listed. The bid notice states that payment is subject to board of education approval when required and will be made in accordance with the district's established payment cycles and applicable law. For construction work, progress payments shall be made at least monthly as the work progresses, unless the contract is a lump sum contract that provides otherwise. Retainage shall not exceed the amount permitted by applicable law. Final payment, including release of retainage less any authorized offsets or deductions, shall be made in the manner and within the time required by the contract documents and applicable law.
The contractor warrants that it will perform the work in a good and workmanlike manner, in accordance with the contract documents, and in compliance with applicable law and industry standards. The contractor shall promptly correct, replace, or remove defective, nonconforming, or incomplete work or materials at no additional cost to the district.
The district intends to award the contract to the lowest responsible bidder whose bid is responsive to the bid documents and complies with the terms of the letting.
In determining whether a bidder is responsible, the district may consider the bidders references, prior experience, prior performance, financial capacity, staffing, equipment, and demonstrated ability to perform and complete the work in accordance with the bid documents. Before award or before contract execution, the district may require the apparent low bidder or another bidder under consideration to provide additional information demonstrating financial capacity, experience, staffing, equipment, bonding capacity, insurance capacity, or successful performance on similar work.
The contractor shall forfeit, and shall be responsible for any forfeiture incurred by a subcontractor, as required by Missouri prevailing wage law for failure to pay the specified wage rates. Missouri law currently provides for a penalty of one hundred dollars for each worker for each calendar day, or portion of a day, that the worker is paid less than the specified wage rate and also requires the public body to withhold sums due as a result of violations. If section ****, RSMo. , applies, the contractor shall be responsible for the statutory penalties for failure to comply with the required training program. Missouri law currently provides for a penalty of $2,500 plus $100 for each affected employee for each calendar day, or portion of a day, after the statutory grace periods have elapsed and authorizes the public body to withhold sums due under the contract on account of the violation.

A bidder's failure to provide information reasonably requested by the district for purposes of determining responsibility may be grounds for finding the bidder not responsible. A bid that does not include a completed and signed Policy **** Compliance Certification when required by this section may be considered nonresponsive. Failure to maintain required coverage may result in contract termination.
