The Museum School of East Dallas is seeking proposals for vended meal services for the school breakfast and national school lunch programs. Proposals are due by March 31, 2026, and must be submitted electronically. The contract may be awarded for up to one year and renewed for four additional one-year periods. The school reserves the right to accept or reject any or all proposals. Vendors must be incorporated or licensed to do business in Texas and comply with all applicable laws and regulations. The fixed price per meal may be increased on an annual basis by the yearly percentage change in the consumer price index for all urban consumers. The school will effectively manage the contract award by ensuring the quantities specified are made available and delivered, delivery times and schedules are being met per contract terms, product deliveries and/or services are occurring at the correct location if multiple locations are part of the awarded contract, substitutions of products are being handled as outlined in the terms and conditions and are adequate for the specified product, and vendor response time to product or service issues is appropriate in regard to each situation, if any. The school will ensure that the use of nonprofit school food service account funds are compliant with federal, state, and local regulations and guidance. The school will ensure that they do not cover the cost of duplicative services. The school will ensure purchased products and/or services are made as described in the contract. The school maintains bid protest procedures.
The proposal submission deadline is march, 31 2026 by 10: 00 am.
Payment terms shall be et 30 days from date of acceptance or receipt of a properly prepared, accurate and submitted invoice, whichever is later.
Contracts must be awarded to he responsive and responsible bidder whose proposal is lowest or most advantageous to the program with the price and other factors considered.
The vendor must be incorporated or licensed to do business in the state of texas.
If the vendor fails to perform and such failure to perform results in the school losing federal funds or having to reimburse funds already received, he vendor shall owe to the school the amounts lost by the school due to such failure of performance.
Representatives from the school reserve the right to inspect the vendors facilities at any time during the contract and other food service operations under its management during the procurement process or after award of the contract.
Protests must be delivered to the procurement officer before the proposal due date, if the protest is based upon alleged improprieties in the solicitation or within five 5 business days after the vendor knows or should have known the basis for the protest or within five 5 business days after the notice of award is issued.
