The contractor shall forward two original copies of the payment request (Exhibit F), including supporting documentation, to the district for approval and processing no later than the 25th day of the month of the dated payment request. Payment by the district shall be made by the 15th of the following month of the dated payment request or within thirty 30 days from the date the district receives the payment request.
A minimum 20-year roof warranty from the manufacturer is required, above and beyond the warranty from the installer. A 5-year warranty from Trane is required on all new units, above and beyond the installer's warranty of work.
Award will be made to the lowest responsive and responsible bidder.
Contractors and subcontractors shall be licensed in accordance with state law and requirements of the labor, licensing, and regulations board of the state of South Carolina. The bidder must have a minimum of ten years of documented commercial construction experience or an equivalent of five years of documented school construction experience. The contractor's project manager and worksite superintendents, as well as all subcontractors, shall each have a minimum of five years of documented commercial construction experience.
If the contractor fails to complete the project within the contract time, the district shall have the right to assess liquidated damages at the specified rate in the scope of work (Exhibit A) or actual costs attributable to such failure or delay, whichever is greater. The liquidated damages are **** per day.
A prebid conference (site visit) is mandatory and will be held on 5/21/2026 at 10:00 am EST at Loris Middle School, **** Hwy 66, Loris, SC **** visitors must meet and sign in and out at the front desk.
Any prospective bidder, offeror, contractor, or subcontractor who feels aggrieved in connection with this solicitation, any addendum to the solicitation, or the subsequent award of a contract has a right to protest and present an appeal to the district within the time frame allowed from the date of issuance of this invitation for bids, any addendum issued thereto, or the notice of intent to award, whichever is at issue. The protest shall be in accordance with the districts procurement code.
Contractors and subcontractors shall be licensed in accordance with state law and requirements of the labor, licensing, and regulations board of the state of South Carolina. Bidders and their subcontractors are advised the district shall report contractor licensing law violations to the S. C. Contractors Licensing and Regulations Board. Bids may be rejected if the procurement officer determines in writing that it is unreasonable as to price. A bid may also be rejected if it is materially unbalanced between line items or subline items.
