The City of Rockville is seeking proposals for consulting services to update two neighborhood master plans: the Rockville Pike Corridor and the East Rockville neighborhoods. The selected firm will work with city staff on data collection, analysis, public outreach, and drafting of the plans. Proposals are due by May 15, 2026. The project is expected to commence on July 1, 2026, with completion by December 31, 2027. Key qualifications include expertise in urban planning, community engagement, and project management. All proposals must be submitted electronically. The city reserves the right to reject any or all proposals.
The proposals are due by 2:00 PM ET on May 15, 2026. The work is expected to be completed on or before December 31, 2027.
The city will compensate the contractor in the form of either lump sum payment upon completion and acceptance of the work or monthly progress payments. Invoices will be paid promptly by the City of Rockville unless items are disputed.
The contractor guarantees that the items conform to the design and specifications and will be free from defects in materials and workmanship for a minimum of one year after initial delivery, unless another effective period is specified.
Award will be made to the qualified offeror obtaining the highest weighted score combining price and technical qualifications.
Proposers must demonstrate expertise in quantitative and qualitative data collection, analysis and engagement; strong project management and communication/presentation skills; GIS and land use planning capacity; familiarity with local government planning; and have a multidisciplinary team with specific educational and certification requirements.
The contract may be cancelled or annulled by the city in whole or in part by written notice of default to the contractor upon nonperformance or violation of contract terms.
