RFP for consulting services for site assessment projects. CDPH estimates 6 site assessments per year. Awarded offerors will be placed on an eligible list. Proposals are due August 3, 2026. The estimated total budget for the five-year period is not expected to exceed $1,500,000. Offerors must have at least 5 years of experience in managing projects exceeding $750,000 and performing CERCLA site assessment activities. Proposals must be submitted via BidNet. Proposals must be received on or before the due date and time as indicated in the schedule of activities. Late proposals will not be accepted. The bid submission deadline is 2:00 PM on August 3, 2026.
The award shall be made to the responsible offeror whose proposal is determined in writing to be the most advantageous to the state, taking into consideration the price and evaluation factors set forth in the request for proposal.
Offerors must have adequate personnel with necessary credentials and training, experience in coordinating with stakeholders, creating health and safety plans, developing reports, maintaining an office in Colorado, a minimum of five years of experience in managing projects exceeding $750,000, and five years of experience performing CERCLA site assessment activities and data validation.
Offerors shall submit two examples of projects, similar in scope and complexity, completed within the past five years, including key personnel roles, project timeline, quality control procedures, and reference contact information.
An aggrieved party may file a protest concerning a material issue within ten 10 business days after such aggrieved person knows, or should have known, of the facts giving rise thereto.
Failure to provide any information requested in the RFP may result in the disqualification of the submittal. Proposals that fail to follow all of the requirements may not be considered. Emailed proposals will not be accepted.
The total budget for the five-year period is not expected to exceed $1,500,000.
