Vendor shall ensure items are delivered within ninety (90) calendar days from the date of order for standard delivery.

The glovlb will only approve payment after the goods and services are received and accepted. The glovlb cannot provide advanced payment for any portion of the contract amount.

Upon completion of the work and final acceptance by the glo, the awarded bidder shall furnish the glo with the maximum available manufacturers warranty on all installed products.

The glovlb will consider the best value for the state when awarding contracts.

A bidder must have been in business providing similar services to the scope of work for a minimum of three years or the principals/owners must have had ownership/executive management experience in a previous company that provided this type of services and commodities for a minimum of five years.

Default in promised delivery without prior acceptance by the glovlb or failure to meet specifications authorizes the glovlb to purchase the goods or services elsewhere and charge any increased costs for the goods or services, including the cost of rebidding, to bidder.

There is no prebid site visit availability.

Failure to check periodically the esbd for any addenda or additional information may result in disqualification. Prohibited communications may also disqualify the bidder.

The deadline for submission of solicitation responses is August 4, 2026, at 2:00 p. m. CT. Construction must be substantially completed within the time period proposed by the contractor, with an estimated construction time of approximately 30 calendar days after receipt of a notice to proceed.

All project deliverables must be accepted by the ODR prior to approval of contractors requests for payment. Specific payment terms are detailed in the sample contract (Exhibit B).

The award will be made to the respondent that provides the best value to the state of Texas, based on cost (40%), demonstrated relevant experience, qualifications and past performance (25%), technical proposal (25%), overall responsiveness, clarity, and organization (5%), and safety record, quality control program and cost controls (5%).

Respondents must have at least three years of experience in the coastal construction business or equivalent management experience, demonstrated experience in meeting completion dates and construction schedules, and demonstrated experience in excavation, hauling, and placement of fill in shallow water environments for projects of similar scope and size completed in the last three years.

If the contractor fails to achieve substantial completion within the contract time, the contractor shall be liable for liquidated damages of **** per day until substantial completion is achieved.

Any respondent unsuccessful or aggrieved in connection with this solicitation may file a protest in accordance with title 31, section 3. 50 of the Texas Administrative Code.

Failure to observe the restriction on prohibited communications may disqualify the respondent. Submitting a solicitation response with a false statement or making a material misrepresentation during contract performance is a material breach and may void the response and contract. Failure to submit a VETHUB subcontracting plan will result in rejection.

The approximate cost range for construction of the project is $450,**** to $500,****.

The glo shall not be obligated to accept the lowest priced proposal but shall make an award to the respondent that provides the best value to the state of texas.

Respondents must have been in business providing similar services for a minimum of 5 years, the proposed solution must be a commercially available, production-ready analytics database platform, and the proposed solution must be compatible with industry-standard data formats and integration methods.

Any respondent unsuccessful or aggrieved in connection with this solicitation may file a protest in accordance with title 31, section 3. 50 of the Texas Administrative Code.

Failure to check for addenda does not release any respondent from its responsibility for complying with additional requirements or providing additional information listed in any addenda. Attempts to ask questions by phone or in person will not be allowed or recognized as valid, and failure to observe this restriction may disqualify the respondent.
