The Texas Juvenile Justice Department (TJJD) is seeking proposals for the replacement and installation of a control panel sally port at the Evins State Juvenile Correctional Facility. The vendor must have expertise in secure gate and access control systems. Two mandatory site visits are scheduled for April 22 and April 23, 2026. Proposals are due by May 22, 2026. The estimated construction duration is six months, with a contract term from June 30, 2026, to June 30, 2027. Award will be based on the best value to TJJD, considering factors like relevant experience, methodology, pricing, and quality control.
The project completion is estimated for May 1, 2027. Specific deliverables have estimated due dates, with the preconstruction meeting on August 7, 2026, and order/delivery of materials by August 31, 2026.
Payment will be made within thirty (30) days from receipt of an invoice or correct and itemized invoice or billing statement. Invoices should be submitted to ***@***. *. * or via mail. Payments are contingent upon the availability of appropriated funds.
The vendor shall state the manufacturer's warranty offered for the proposed equipment, including the number of years of coverage for parts and labor.
The award will be based on the best value to TJJD, considering relevant experience and qualifications (25 points), methodology, budget, schedule compliance, quality controls, and safety (15 points), pricing (30 points), quality control program and safety program (10 points), and goods provided (20 points).
Respondents must be qualified and experienced, with demonstrated expertise in secure gate and access control systems. They must hold all required licenses and certifications and be capable of providing all necessary labor, materials, equipment, and supervision. Previous project lists and up-to-date statements of qualifications for assigned personnel are required.
There are two mandatory site visits scheduled: April 22, 2026, at 10:00 am CT and April 23, 2026, at 1:00 pm CT at the Evins State Juvenile Correctional Facility. Failure to attend either mandatory site visit will result in the bid being considered non-responsive.
Respondents are to provide samples of standard case management and management reports.
Formal protests must be made in writing and received in the office of the CFO within 10 workdays after the protesting party knows, or should have known, of the occurrence of the action that is protested.
Failure to attend a mandatory site visit, failure to submit a Hub Subcontracting Plan (HSP) in good faith, or submitting an encrypted/password-protected proposal can lead to disqualification. Past performance issues may also result in non-award.
