Proposals will be evaluated based on technical specifications (50 points), price proposal (20 points), project plan (15 points), and qualifications and experience of the firm and previous related projects (15 points).
Proposers must be qualified and experienced firms, individuals, or teams. They must also be a legal entity authorized to transact business in Oregon and obtain a City of Portland business license.
The deadline for protest of the notice of intent to award is seven (7) calendar days after the notice of intent to award is issued.
Providing incorrect or incomplete information in the proposal may be cause for proposal rejection or contract termination. Communicating with unauthorized personnel during the RFP process may also lead to rejection.
