Proposals will be evaluated based on, but not limited to, the following criteria: demonstrated understanding of the townships needs and objectives. relevant experience and qualiications. quality and feasibility of the proposed approach. experience with governmental crisis communications. proposed cost and overall value. quality of references.

Respondents must demonstrate specific crisis communications expertise, including: proven experience providing crisis communications support for local governments, public agencies, public safety organizations, or similarly complex organizations.

Option 1 completion date is November 15th, 2026. Option 2 completion date is July 1st, 2027. Option 3 has specific completion dates for different pathways within 2026 and 2027.

Progress payments are submitted semimonthly and paid within 30 days after the owner has certified the work is in place, or 15 days after the owner receives funds from federal or state government. Retainage of 10% is held until work is 50% complete.

The contractor shall guarantee and secure from the manufacturer of each piece of manufactured equipment a written guarantee that all materials and equipment furnished are first-class and free from defects. They agree to make good or repair, without expense to the owner, any part of the equipment that fails or develops unfitness within one year from the date of acceptance.

The owner reserves the right to reject any or all bids, to award the contract to other than the low bidder, to award separate contracts for each project and/or phase, to waive irregularities and/or formalities, and in general, to make award in any manner deemed by it, in its sole discretion, to be in the best interest of the owner. The vendor's agreement to pay prevailing wage rates is one relevant consideration.

It is the intention of the owner to award the contracts to contractors fully capable, both financially and as regards experience to perform and complete all work in a satisfactory manner. Evidence of such competency must be furnished, including a listing of similar projects which the bidder has satisfactorily undertaken and completed.

For all days thereafter until final acceptance, there will be charged, as liquidated damages, the sum of $1,**** per calendar day per project for each and every day thereafter until final acceptance.

Failure to comply with conditions within 10 days of receiving the notice of award, such as delivering executed contract documents and required security bonds and insurance, will entitle the owner to consider the bid in default, annul the notice of award, and declare the bid security forfeited.

Proposals are due and shall be received by 4:00 PM ET on August 18, 2026.

The contractor agrees to certify that work performed in accordance with the contract documents shall remain free of defects in materials and quality of work for a period of one 1 year after final acceptance of the completed project, or acceptance thereof by beneficial use on a unit by unit basis, whichever occurs first. The sole duty of the contractor under this warranty is to correct any nonconformance or defect and all damages caused by such defect without any additional cost to the owner and within fifteen 15 days of notification.

The project will be awarded based on experience, price, schedule, references, and an owners interview.

The work shall be performed by a company specialized in the business of manufacturing, installing and servicing conveying systems of the type and character required by these specifications with a minimum of ten 10 years of experience.

All vendors must perform their own examinations of existing systems and prevailing building conditions prior to submitting a proposal. Access to the building will be permitted by appointment only. Individual vendors must schedule their own visits by contacting Dan Opsommer.

Samples of wood, metal, plastic, paint or other architectural finish material applicable to this project shall be submitted for approval by the owners designee.
