This RFP seeks law firms to provide investment counsel and related legal services on an ad hoc basis for the Public School Employees Retirement System (PSERS). Proposals are due by June 24, 2026, 2 PM EST. Awards will be made to the highest evaluated firms based on technical criteria and negotiated compensation. The contract term is 3 years with potential for 5-year renewal. Small Diverse Businesses (SDB) and Veteran Business Enterprises (VBE) participation goals apply to engagements over $250,000.
Sealed proposals must be received by the issuing office on or before Wednesday, June 24, 2026, 2 PM EST.
PSERS will reimburse the selected law firm for work satisfactorily performed after execution of a written contract and the start of the contract term, in accordance with contract requirements, and only after the issuing office has received a signed appointment letter back from the law firm. At that point, the law firm will be paid for services rendered dating back to the date of the appointment letter.
Award will be made to the responsible law firms determined to be the best qualified after fair and reasonable compensation has been negotiated, based on technical evaluation and negotiated compensation.
To be considered responsible, a law firm must submit a responsive proposal and possess the capability to fully perform the contract requirements in all respects and the integrity and reliability to assure good faith performance of the contract. The total score for the technical submittal must be greater than or equal to 75% of the available technical points.
A late fee of **** per day may be assessed against the prime contractor if the utilization report is not submitted in accordance with the schedule. Noncompliance with SDB or VBE commitments may result in sanctions including withholding of payments, termination of the contract, revocation of SDB/VBE status, or debarment.
Violating the restriction of contact with the issuing officer, submitting proposals with costing information in the technical submittal, or failing to meet mandatory responsiveness requirements can lead to disqualification.
