Proposals must be received by 3 PM on Wednesday, July 29, 2026.

Vendor warrants that all goods delivered under this contract will conform to the requirements of this contract including all applicable descriptions, specifications, drawings, and samples, and will be free from defects in design and fit for the intended purposes.

The bid will be awarded based on the best value for the district, considering purchase price (50%), reputation of the vendor (10%), quality of vendors goods (15%), extent to which the goods meet the districts needs (10%), vendors past relationship with district (10%), hub requirements, total long-term cost to the district (5%), and any other relevant factor.

All responding vendors must be licensed in accordance with the private security act chapter ****, Texas Occupations Code. Vendors must also be capable of sustaining all required processes allowing supervised monitoring of fully operational systems.

Samples, when requested, must be furnished at no cost to the district. Each sample, when requested, should be clearly marked with bidders name and item number on the bid.

Any proposal received later than the specified time will be disqualified. Faxed or emailed proposals will not be accepted. Failure to comply with HB 914 requirements may result in being removed from the approved vendor list.

The district anticipates the work to take place during the summer/fall of 2026, with the requirement that items must be delivered and in place by 11/20/2026.

The acoustical panel warranty is for thirty (30) years from the date of substantial completion for ceiling systems, covering sagging, warping, mold, mildew, rusting, and manufacturers defects. The contractor will provide a full 12-month warranty on installation from the date of final acceptance.

The bid will be awarded based on the best value for the district, with scoring criteria including purchase price (40%), reputation of the vendor (5%), quality of goods/services (5%), extent to which needs are met (20%), past relationship (10%), total long-term cost (10%), and any other relevant factors.

Contractors must have a minimum of three years of documented experience and be approved by the manufacturer for installer qualifications. For communications cabling, contractors must have a minimum of five years of recent experience and personnel certified by BICSI. For public address systems, contractors must have a current manufacturer installer certification, show proof that PA system integration is their primary function, and support a trained maintenance force locally.

Failure to pay the appropriate prevailing wage rate or higher may subject the contractor to penalties as set forth in section **** of the Texas General Government Code. If cable is found to be contaminated with paint or other agents, it shall be replaced at the contractor's cost. Any cable found to be deformed due to violation of bend radius requirements shall be replaced at the contractor's sole expense.

A pre-bid meeting will begin at the administration building at 9 AM on Wednesday, 05/13/26, immediately followed by walks of Central High School, Oakes, and Ft. Concho Elementary. Additional walks may be scheduled through the district.

Submittals shall include samples: minimum 6-inch x 6-inch samples of specified acoustical panel and 8-inch long samples of exposed wall molding and suspension system, including main runner and 4-foot cross tees.

All questions shall be submitted no later than 2 PM on 5/15/26 to ensure they are answered.

The work is expected to begin no later than May 4, 2026. if this project is approved by the board of trustees, the district is expecting the work to begin no later than may 4, 2026.

A mandatory pre-bid walk is scheduled for March 13, 2026. a mandatory pre bid walk on **** will begin at 11: 00 am at carver, 301 w 9th.
