The Town will receive proposals until 2:00 p. m. local time on Thursday, May 7, 2026. Proposals received after 2:00 p. m. local time on May 7, 2026 shall be rejected as untimely.

The bid security required is a certified check in the amount of $20,**** made payable to the Collector of Revenue, Town of Cheshire. Upon successful execution of the contract, this security will be returned to unsuccessful proposers. If the selected proposer refuses to execute the contract, the security will be forfeited as liquidated damages.

The town will accept the proposal that, all things considered, the town determines is in its best interests. Although price will be an important factor, it will not be the only basis for award. Due consideration may also be given to a proposer's experience, reputation, history and qualifications, references, service, ability to respond promptly to requests, past performance, and other criteria relevant to the town's interests, including compliance with the procedural requirements stated in this RFP.

Each proposal must contain, at a minimum, the proposer's qualifications, including: the number of years in the municipal lien servicing business, the total number of its employees, a listing of the states in which it currently conducts that business, the total number of Connecticut municipalities in which it currently conducts that business, the total number of liens it currently manages, and the redemption value of its lien assets. The qualifications of the proposer's staff members who will be responsible for the management of the town account are also required.

If the selected proposer refuses or fails to execute and deliver to the town the contract required by this RFP within the time stated in the specifications, it shall forfeit to the town, as liquidated damages for such failure or refusal, the security submitted with its proposal.

The amount due to the town on these liens currently totals $562,****.

The bid notice states that sealed proposals must be received by Friday, May 15, 2026, at 2:00 PM. The town will reject proposals received after the date and time noted above.

The town reserves the right to select the proposal that, in the exercise of its sole discretion, the town believes to be responsible and most advantageous to the town.

Respondents are invited to submit proposals from qualified individuals or organizations. The proposal must include a statement certifying that all prospective respondents are not delinquent on any property tax or fees issued by the town, and that neither they nor any business or corporation fully or partially owned by the respondent is delinquent on town property taxes or fees.

The bid notice does not mention the submission of samples.
