Appraisers must be state-certified residential or general real property appraisers in the state where the property is located, in good standing, and without disciplinary action in the past 5 years. They must demonstrate competency in appraising single-family residential property and vacant lands.
The procurement code imposes civil, misdemeanor, and felony criminal penalties for its violation. New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
The appraiser must personally inspect the subject property and comparable sales. The property owner or their agent must be given an opportunity to accompany the appraiser during the inspection.
Any protest must be filed within 15 days from the notice of contract award.
