Texas Tech University System is seeking qualifications from professional visual artists for a public art statue project at the Edward E. Whitacre Jr. College of Engineering. The project budget is $350,****, inclusive of all costs. The selected artist will create a site-specific exterior bronze sculpture of Edward E. Whitacre Jr. , with a seating area. Proposals are due by 11:00 AM CT on Friday, July 10, 2026, and must be uploaded through the Trimble Unity Construct Bid Portal. Artists should avoid polemic or political concepts. Finalists will receive a stipend of up to $2,**** for design proposals.
The project completion date is set for 2027.
Payment will be made in installments: an initial payment upon approval of the design proposal and notice to proceed, a progress payment at 50% fabrication, a progress payment at 100% fabrication, and a final payment after installation and acceptance. The total fixed fee is $350,****.
The artist warrants that the work will be performed in a good and workmanlike manner, free of defects in material and workmanship for one year after final acceptance. Submissions will be evaluated based on the artist's resume, digital images of past work, artist statement, letter of interest, references, and the quality and comprehensiveness of the submission package. Finalists will be selected based on conceptual basis, quality of past work, experience, training, and submission quality. Texas tech will select the artist that best meets the requirements, based on the information contained in their response to the request for qualifications
Artists must submit a resume (2 pages), 5-15 digital images of past work, an artist statement (up to 500 words), a letter of interest (500 words), 3 professional references, and a signed Attachment A form of response. Artists responding to this rfq must submit complete responses to the information required in this section
Liquidated damages of **** per day will be deducted for late completion, representing an estimate of damages for inability to utilize the work. For each consecutive calendar day after the completion date set forth in section 3. 1, plus any extensions of time granted by written amendment to this agreement, that the work. . . is not completed, the amount of written dollar amount and **** dollars 00, **** will be deducted

Submissions with conditional clauses, alterations, or irregularities may be disqualified. Engaging in prohibited communications with Texas Tech personnel involved in the RFQ process can also lead to disqualification. Submissions which are qualified with conditional clauses or alterations or items not called for in this rfq, or irregularities of any kind, are subject to disqualification by texas tech at its option.
