Proposals are due by 3:00 PM CT on August 6, 2026. The anticipated commencement date for services is August 17, 2026.

Invoices shall be submitted no more than thirty 30 days after monthly service is provided. Payment shall be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act.

Manufacturers standard warranty shall apply unless otherwise stated in the IFB specifications.

Responses will be evaluated based on compensation and fees (40%) and qualifications and experience (60%). The award will be made to the respondent that provides the best value to TSD and the state.

Respondents must have a Bachelor of Fine Arts in graphic design or a closely related field, a minimum of 7 years of professional experience in graphic design, motion design, and illustration, and advanced sign language skills. Experience with Adobe Creative Cloud, Figma, Canva, Procreate, and Active Board is required.

Default in promised delivery without accepted written notice or failure to meet specifications authorizes TSD to purchase goods and/or services elsewhere and charge any increased costs to the respondent. Failure to correct work not meeting TSD standards may lead to contract termination.

Samples, if and when requested, must be furnished free of expense to the state. If not destroyed in examination, they will be returned to the respondent, on request, at respondent's expense.

Any respondent who is aggrieved in connection with this solicitation, evaluation, or award or any contract resulting from this solicitation may formally protest as provided in TSD's rules at 34 Texas Administrative Code, Rule ****.

Failure to submit required documentation, meet minimum qualifications, submit proposals after the deadline, or provide false statements may result in disqualification.

The anticipated commencement date for the contract work is July 27, 2026, with expiration upon job completion and approval.

Responses will be evaluated based on a weighted system: Compensation and Fees (40%) and Qualifications and Experience (60%). The award will be made to the respondent that best satisfies TSD requirements, considering best value criteria.

Respondents must have a minimum of five (5) years of professional experience in remodeling, construction, or similar services and have provided services for a minimum of three (3) different contracts within the last five (5) years. They must also be in good financial standing.

A mandatory site visit is required on July 1, 2026, between 10:00 AM and 11:00 AM CST at Building 28. Failure to attend will disqualify the proposal.

Failure to attend the mandatory site visit will result in disqualification. Failure to submit required documentation may also lead to disqualification.

The contract shall commence upon issuance and expire upon the delivery date agreed and final acceptance by TSD.

The state reserves the right to make an award on the basis of low line-item bid, low total of line items, or in any other combination what will serve the best interest and provide the best value to the state.

Default in promised delivery, without accepted written notice or failure to meet specifications authorizes the TSD to purchase the goods and/or services of this solicitation elsewhere and charge any increased costs for the goods and/or services, including the cost of rebidding to the respondent.

Failure to sign the bid will disqualify the bid. Late and/or unsigned bids will not be considered under any circumstances.
