Payment will be processed within thirty 30 days of receipt of a complete and accurate invoice, contingent upon COR verification of deliverables and satisfactory performance.
The evaluation will be based on a lowest price technically acceptable (LPTA) basis. Proposals must be rated acceptable in all technical areas to be considered for award.
The main contractor must be legally registered, have at least three years of experience in international expert exchange or similar programs, experience with U. S. government contracts, be able to pass risk analysis management (RAM) vetting, and have demonstrated capacity to manage subcontractors.
