Work to be completed on or before August 6, 2026.

Contracts and purchases will be made with the lowest, responsible, qualified bidder. The quality of the articles to be supplied, their conformity with the specifications, their suitability to the requirements of the institution, cash discount offered, and the delivery terms will be taken into consideration.

The bidder certifies that neither their principals nor they are presently disbarred, suspended, proposed for disbarment, declared ineligible or voluntarily excluded from participation in this transaction by any federal department or agency.

In case of vendor default, the institution may procure the articles or services from other sources and hold the defaulting vendor responsible for any resulting cost.

Samples of items when called for, must be furnished free of expense, and if not destroyed will, upon vendors request within ten 10 days of bid opening, be returned at the bidders expense.

Failure to sign and submit signature on this document will result in rejection of your bid. Late bids will not be opened or considered.

Bids are due no later than Friday, June 26, 2026, by 4:30 p. m. Central Time.

The contract will be awarded to the bidder offering the lowest total evaluated cost for all scenarios combined, provided the bidder is determined to be responsible and compliant with all requirements of the ITB.

Bidders must be qualified air charter companies. They must provide references, information regarding fleet size, number of pilots, crew experience, safety rating, and accident/incident data. Air carriers must hold a CFR 14 part 121 or part 135 certification per FAA regulations.

Vendor-caused cancellation or failure to perform may result in reimbursement of all replacement costs.

Failure to sign and submit the quotation, failure to provide complete pricing for all required scenarios, or unfavorable references may result in rejection of the bid.

Phase I proposals are due by September 29, 2026. Phase II proposals are due by January 5, 2027.

The development is expected to provide a financial return to APSU in the form of ground rent or other remuneration. Specific terms will be negotiated.

The lease will be awarded to the responsive and responsible proposer offering the best combination of attributes, including quality of use, capability and experience, functional and conceptual program, business terms, ability to finance, and quality of the relationship with APSU.

Proposers must demonstrate organizational ability, experience in multifamily housing development, financial capability, and a preliminary schedule. Financial statements for the last three fiscal years are required.

If the successful proposer fails to enter into the lease, their bid binder of $50,**** shall be forfeited.

Property viewing/inspection is available following the pre-proposal conference on June 11, 2026, and also during the proposers due diligence period ending September 29, 2026.

Written questions and comments deadline is July 16, 2026. Protests must be submitted in writing to APSU within the time period specified in the solicitation.

Unauthorized contact with APSU employees, providing materially incorrect information, or collusion between proposers may result in disqualification.

In case of vendor default, the institution may procure services from other sources and hold the defaulting vendor responsible for any resulting costs. If contractor is discovered to have breached the attestation regarding illegal immigrants, they shall be prohibited from supplying goods/services or submitting a bid to any LGI institution or other state entity for a period of one year.

All suggestions or objections regarding specifications/procedures must be made in writing and received by the ITB coordinator at least three (3) working days prior to the bid opening.

Failure to sign the quotation, late bids, failure to include reference information or unfavorable references, insufficient fleet/crew information, or indicating insufficiency in any area are grounds for rejection of bid.
