This IDIQ contract, for 12 months with four one-year options, supports digital programs across the Air Force Research Laboratory's Digital Capabilities Directorate. Task orders will be awarded for each program. The contract will be administered via a firm fixed price CLIN. A transition period of no more than 30 days is required from the task start date. The contractor must submit applications for contractor identification badges, security clearances, internet and email connectivity, etc. A kickoff meeting with the contracting officer, program manager, and COR must be scheduled within 10 calendar days of task order award. The contractor must provide monthly status reports of program support and tasks performed to the program office. The contractor must maintain a stable workforce, minimizing turnover and ensuring continuation of services during personnel absences. All contractor employees must wear company picture identification badges and/or lanyards. Contractor employees must identify themselves as contractor employees and who they are employed by to avoid sensitive topics that government employees should not discuss with contractors. Work will be performed at government facilities, with alternate work locations at contractor facilities. Federal holidays will be observed. Travel arrangements will be based on individual tasks, and the cost of travel will be directly reimbursed from task funding. The contractor will be provided government-furnished property (laptops, CACs), and access to government facilities. The contractor must provide on-call support to respond to unplanned system outages. The contractor must establish efficient and effective processes and assign appropriate resources to effectively administer this task order. The contractor must manage work distribution to ensure there are no organizational conflicts of interest. Qualified personnel must meet or exceed the stated qualification requirements in the educational and experience labor categories tables. The contractor must provide qualified replacements/substitute personnel which meet or exceed the same standards. The contractor must develop and submit a risk management plan, configuration management plan, and quality management plan within 30 days of contract award. The contractor must comply with AFMAN ****, identity, credential, and access management (ICAM), including compliance with the Defense Acquisition Regulations (DFARS) ****, information assurance contractor training and certification, and all cybersecurity requirements. The contractor must ensure that personnel accessing information systems have the proper and current information assurance certification. The government will evaluate the contractor's
performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The government has the right to survey all services called for by the contract, to the extent practicable at all places and times during the term of the contract. Contractor
performance is subject to surveillance by a government COR to ensure compliance with this PWS. The contractor shall identify and control nonconformances through root cause analysis, corrective actions, and preventive actions. The contractor shall correct and provide response to all government-identified nonconformances within specified timeframes. The services summary table specifies the
performance objectives the government will survey. The absence of any contract requirement from this section shall not detract from its enforceability nor limit the rights or remedies of the government under any other provision of the contract. The input of validated quarterly
performance assessment report (PAR) information into task order source selections, annual contract
performance assessment report ratings, which will also feed into task order source selections and price reductions on subsequent task orders, recommending the contractor be placed in dormant status on the parent contract, and
