Responses to this IFB must be received by August 6, 2026, 10:30 am Central Time.

Invoicing and payment details are outlined in Section 13 of the IFB. Payment is made upon receipt of a proper invoice. Disputed invoices are addressed in Section 13. 5.

The scope of work requires strict compliance to keep active manufacturer warranties intact. Specific warranty requirements are detailed throughout the Scope of Work (SOW).

Bidders must have at least five years of relevant experience. Personnel must have at least one year of experience. A current Texas Landscape Irrigator license is mandatory prior to bidding. Three verifiable references are required.

The IFB does not explicitly detail penalties, but failure to meet performance standards or conduct inconsistent with professional standards may result in corrective action, removal of employees, or contract termination.

HHSC will conduct two mandatory on-site visits. Attendance at one site visit is mandatory; failure to attend in person will result in disqualification.

The agency intends to retain the successful proposer pursuant to a best value basis, not a low bid basis.

The contractor shall be responsible for the following: 1. Annual inspection of all LMHA sprinkler systems 2. Annual inspection of all LMHA fire alarm systems 3. Semiannual inspection of all LMHA range hoods 4. Annual inspection of all LMHA fire pumps. 5. Annual inspection of all LMHA clean agents 6. Annual inspection of all LMHA back flows and 7. Proposals for any deficiencies within 10 business days with price of rebuilds were appropriate and can be utilized.
