Proposals will be evaluated based on conformance to requirements, proven skills and technical competence, background on the firm, and cost/service fee. he board of education reserves the right to accept any proposal other than the lowest price proposal. proposals will be evaluated by a committee composed of various board of education administrators.

Respondents must have been in business for at least five years and have five years of successful experience consulting with public school districts on related issues. he respondent must have been in business for at least five 5 year and meet the following minimum qualifications to be considered: five 5 years of successful experience consulting with public school districts on related issues.

Questions must be received by noon on June 8, 2026. all questions must be received no later than noon june 8, 2026.

Proposals that are incomplete, obscure, or conditional, or contain irregularities may be rejected. Failure to comply with conditions, use of incorrect forms, or late submissions will result in rejection. proposals which are incomplete, obscure, or conditional, and which contain irregularities of any kind, will be subject to rejection for failure to comply strictly with these conditions.

The service and work contemplated under this contract shall be completed in full on or before June 30, 2026.

Bids will be evaluated using the following criteria: Pricing 50%, Relevant experience and qualifications 25%, Ability to fulfill scope requirements 25%. Additional considerations may include: client references, financial stability, availability of personnel, equipment resources, local service capability, safety record, background investigations.

The contractor shall maintain all required licenses, certifications, and insurance. Provide qualified personnel with appropriate technical expertise. Conduct criminal background checks on employees assigned to GPS facilities. Maintain OSHA compliant safety practices. Provide proof of insurance upon request. Comply with all Greenwich Public Schools policies and procedures.

Failure to comply with the conditions for submitting questions will result in the proposer waiving his/her right to dispute the RFP's specifications and conditions.

Bids that are incomplete, obscure, conditional, or contain irregularities may be rejected for failure to comply with the requirements of this RFP.

The bid submission deadline is June 3, 2026, at 11:00 a. m. The contract term is anticipated to be from July 1, 2026, to June 30, 2027.

Bids will be evaluated based on product quality and freshness (30%), local sourcing commitment (25%), pricing competitiveness (20%), delivery and service capability (15%), and sustainability and educational value (10%).

Vendors must submit a company profile and history, description of local sourcing practices, product availability list, pricing structure, delivery capabilities and service area, food safety certifications/licenses, references from at least three institutional clients, proof of insurance, and a completed noncollusion affidavit.

The right is reserved to cancel this contract if instructions are not followed.
