The bid notice states a contract will be awarded to the proposer whose proposal best meets the districts needs.

The bid notice states proposers must provide evidence that they possess at least the following minimum qualifications: a. any and all necessary licenses andor permits to operate a preschool or other early childhood education center. b. possess or be in the process of obtaining a spark rating minimum of 4star rating, or actively engaged in a continuous quality improvement process in spark for early childhood learning programs in the state of oregon. c. that the preschool program to be provided follows developmentally appropriate framework as outlined by the oregon department of early learning and care linked here. d. accept dhs employment related day care erdc and other state subsidies for child care payment. e. be able to: i provide preschool services following the districts school calendar open on dates when school is in session for k12 students and during normal school hours 8: 00 a. m. to 4: 00 p. m. ii provide consistent beforeschool and afterschool care hours to support family needs specific schedule to be determined in collaboration with the district iii serve a minimum of fifteen 15 preschool children who are consistently present at least four 4 days per week iv provide meals for children enrolled in the preschool andor contract with the districts food service provider sodexo for use of the orchard hill school cafeteria. f. in addition, any of proposers staff who will or may have contact with children enrolled in the preschool are subject to required fingerprint and background checks.

The bid notice states any protest of these proposal specifications must be presented to the designated contact in writing no less than 10 days prior to the proposal opening.
