Mountain Government Bids & RFPs

Bids are due by 2:00 PM Mountain Time, July 9, 2026.

Bids will be evaluated based on the capability of the firm, experience with the firm and a cost breakdown of hours and total cost in the categories of financial statement audit, federal single audit, and financial statement preparation.

Qualification based bids will be accepted.

Dexter Consolidated Schools reserves the right to accept or reject any bid or any part thereof; to defer action on the request for bids; to reject all bids; to waive any informality in solicitation process and to accept the bid which, in its judgment, is most advantageous to the district.

The due date for proposals is 5pm Mountain Time on July 2, 2026.

Payments to subcontractors will be made via electronic ACH payments or wire transfers. Successful offerors must complete and submit a request for ACH/wire banking information form upon notification of award.

A 12-month warranty is required to be considered technically acceptable. The offeror shall provide a copy of the warranty applicable to the final equipment.

Award will be based on a best value selection, combining technical factors based on qualitative merit criteria and evaluated price.

Mandatory qualifications include an acceptable safety record with an EMR score of less than 1. 0 and confirmation of a United States support center location with an address in the cover letter.

Disputes regarding solicitations issued by management and operating contractors are not accepted or ruled on by the GAO and DOE. Offerors with concerns may contact Paul White, Advocate for Commercial Practices, at 303 ****.

Late submissions may be considered if received prior to award and offer a potential advantage, but may also be considered an indication of performance capabilities, resulting in downgrading.

The due date has been extended to allow time to review questions and answers received. The original date was March 23, 2026.

Payment to the selected contractor shall be provided on a monthly basis upon concurrence of satisfactory completion of services by the COR for the previous month that service was provided. An invoice shall be provided to the COR via email for review and approval before being submitted on IPP for payment.

Selected contractor shall be responsible for their own transportation to the park and to the location within the park. Contractor shall follow all local, state, and federal laws when operating motor vehicles and ensure vehicles are inspected and registered to operate on public roads. Selected contractor shall follow all safety regulations pertaining to use of chemicals and cleaning agents utilized for custodial services. The contractor shall adhere to 20 CFR **** and any other federal, state, and local laws and regulations to fully comply with this requirement. All applicable personal protective equipment shall be provided by the contractor to contract employees consistent with federal, state, and local laws. The contractor shall provide appropriate training to their employees and all necessary equipment and services required to perform cleanup of blood borne pathogens and fully comply with the requirements of the blood borne pathogen standard listed in 29 CFR ****. 1030 h. 1. 5. Selected contractor shall provide staffing for all custodial activities that have successfully passed a NPS tier 1 background investigation and where applicable, completed 2 identification requirements outlined in HSPD12 for regular and recurring access to federally controlled property.

If the deficiency is not corrected within 24 hours following notification, the COR may request equitable adjustment in the form of a reduced payment to the contractor in an amount equal to the value of the service not rendered to the government. The government may at its discretion terminate the contract if the contractor does not improve performance during the 14-day period or if repeated performance improvement periods are required.

Failure of a regular employee to receive a favorable suitability determination shall be cause for removal of the employee from the work site and from other work in connection with the contract. The CO or COR may require the contractor to remove any employees from park buildings or other real property should it be determined that the individuals is either unsuitable for security reasons or otherwise unfit to work on park property.
