It is the states intent to award contracts for ulsd and biodiesel by item based on lowest price to responsive and responsible bidders who are able to meet the terms and conditions of this solicitation, and who offer the best overall pricing.
Bidders must meet specific qualifications including owning or operating a permanently established bulk storage plant, having sufficient capacity, being located within a reasonable distance, having a reputable source of supply, and delivery trucks equipped with meters.
Deductions will be made from the invoice price for delivering fuel that does not comply with specifications, including noncomplying product operability, flash point, water and sediment content, viscosity, sulfur content, cetane index, ash content, and cold filter plugging point.
Diesel fuel delivered shall be subject to sampling and testing at the discretion of the purchasing agency and/or OGS Procurement Services. Samples are normally collected from the delivery truck at the time of delivery.
Failure to submit an intent to bid on time, submission of an incomplete intent to bid, or submission of responses that do not reflect updated information may result in disqualification.
The anticipated dollar value of the award for this solicitation, based on historical purchases under previous awards, is approximately $12,250,000 annually.
