The City of Fremont is seeking proposals for the replacement of its existing GIS web application integrated report generation platform. The project involves stakeholder involvement, design, implementation, testing, and comprehensive documentation. Additionally, the selected proposer will evaluate ArcGIS Online services and codify stakeholder input for future improvements. Proposals are due to the City no later than 2:00 PM on June 12, 2026.
The proposer shall provide a proposed payment schedule for all services to be performed and hardware and software products to be delivered. Invoices will be submitted monthly to the City identifying services performed and charges, and the City will timely pay invoices for services performed to its satisfaction.
Proposals will be evaluated and scored based on criteria including cost, ability to meet the City's requirements, installation/implementation methodology, customer support, warranty, experience and qualifications, references, understanding of the work to be completed based on clarity of proposal, and responsiveness to the RFP. The criteria points are: Scope of Service (50%), Company Experience and Qualifications (10%), Contract Terms (5%), References (5%), Implementation Methodology (15%), and Cost (15%).
Proposers shall prepare a statement of qualifications including the size, stability, and capacity of their organization, their experience in providing similar services, financial condition, and disclosure of any conflicts of interest. They must also identify proposed project staff, including their qualifications, education, training, licenses, and experience.
Questions submitted are due by May 22, 2026, and responses to questions will be provided by May 29, 2026.
Communication with city staff about the scope of services or anything else related to this RFP is forbidden unless specifically authorized by the purchasing manager. Contact with other city officials or employees without express permission could result in disqualification. Any attempt to conceal or obfuscate a conflict of interest will automatically result in disqualification.
