The City of Fremont is seeking proposals for the retrofit and modernization of an existing Mobile Command Vehicle (MCV). The project aims to enhance operational effectiveness, communications, safety, and reliability by upgrading technology, power systems, interior, and exterior equipment. A mandatory site walkthrough is scheduled for August 19, 2026. Proposals are due by September 8, 2026, at 2:00 PM. Key evaluation criteria include cost, technical capabilities, experience, and responsiveness. The vehicle must remain operational as much as possible during the retrofit.
Proposals are due to the City no later than 2:00 PM, September 08, 2026.
The proposal must include a proposed payment schedule for all services to be performed and hardware and software products to be delivered.
The vendor must provide warranty documentation for the equipment installed.
Proposals will be evaluated based on cost, ability to meet the city's requirements, functionality, usability, performance, flexibility, technology and reliability, installation/implementation methodology, customer support, warranty, ongoing maintenance, experience and qualifications, references, understanding of the work, and responsiveness to the RFP.
Proposers must demonstrate competence and qualifications for satisfactory performance of services, including experience with similar projects and providing references from at least three government clients in California.
A mandatory site walkthrough is scheduled for August 19, 2026, at 9:00 AM. Attendance is mandatory to be eligible to bid.
Questions regarding the RFP must be submitted no later than August 25, 2026, at 2:00 PM.
Failure to attend the mandatory site walkthrough, communicating with city staff outside of the designated point of contact, or attempting to conceal a conflict of interest may result in disqualification.
