Francis Marion University is seeking a Records Management System (RMS). The contract has a maximum total value of $325,000 over a potential four-year period. Proposals will be evaluated based on technical proposal, business proposal, and company experience. Offerors must demonstrate CJIS compliance. Financial statements may be requested prior to award. Redacted offers are encouraged for confidential information. The system must be fully functional by December 31, 2026.

Payment will be made upon submission of proper invoices or vouchers for supplies delivered and accepted or services rendered and accepted, less any deductions. Payment will generally be made by electronic funds transfer (EFT). Discounts for prompt payment will not be considered in the evaluation of offers but will form part of the award.
Pricing for the RMS solution shall include any applicable warranty.
Award will be made to the highest ranked, responsive and responsible offeror whose offer is determined to be the most advantageous to the state, based on technical proposal, business proposal, and company experience.
Offerors must have the capability to fully perform contract requirements and possess integrity and reliability. They must also provide documentation demonstrating CJIS compliance.
The contract includes clauses for default, which may lead to termination and liability for excess costs. There are also provisions regarding contractor liability for data breaches.
Unreasonable failure to supply requested information, improper revisions during discussions, or failure to meet mandatory minimum qualifications can lead to rejection or disqualification.
The contract cannot exceed a total of 325,**** over the potential four-year period.
