The City of Powder Springs, Georgia is seeking proposals for a comprehensive plan update. The selected firm will guide the city's growth and development for a twenty-year horizon. Proposals are due August 31, 2026. Key areas of emphasis include community engagement, land use, and community character. The plan must comply with Georgia Department of Community Affairs requirements. The selected firm will be responsible for all labor, materials, and services. The city will provide staff support and access to data. The evaluation will consider understanding of the project, experience, community engagement strategy, team qualifications, past performance, and cost. Award will be based on best overall value.
Proposals are due August 31, 2026, at 12:00 PM noon, EDT. The city's objective is to complete the planning process and adopt the plan by October 4, 2027.
The proposal should include a proposed schedule of payment tied to deliverables and milestones.
The selected firm will perform the services as an independent contractor and warrants that all materials and equipment will be new unless otherwise specified and agreed upon, and that all work will be performed with a degree of care and skill consistent with industry standards.
Proposals will be evaluated based on understanding of the project and quality of the proposed approach (25 points), demonstrated experience preparing comprehensive plans (25 points), quality and depth of the community engagement strategy (15 points), qualifications and experience of the project team (15 points), demonstrated ability to produce high-quality work and control costs (10 points), overall proposal structure and clarity (5 points), and cost (5 points). The city will select the proposal that represents the best overall value.
Proposals are sought from qualified consulting firms. Firms must confirm they are registered and authorized to conduct business in the state of Georgia and provide information on their corporate structure, ownership, and years in business. Experience with comprehensive plans prepared under local planning requirements is required.
If there are unreasonable delays or unauthorized suspensions of work, the city reserves the right to charge the vendor-contractor, not as a penalty, but as liquidated damages, the cost incurred by the city to complete the work by another contract or otherwise.

Violation of the restriction of communication policy, failure to acknowledge any addendum, or omitting required information may result in a proposal being deemed nonresponsive.
