This is a Request for Proposal (RFP) for the update of the existing MTI system for security at the St. Tammany Parish Justice Center. The project involves hardware and software upgrades, integration with existing systems, testing, training, and post-upgrade support. A mandatory pre-proposal conference will be held on April 8, 2026. Proposals must be submitted by 2:00 PM CST on Wednesday, April 29, 2026. The RFP is available online at the Louisiana Procurement and Contract Network (LaPAC). Proposers are responsible for checking LaPAC for addenda. Proposals must be sealed and clearly marked. The evaluation criteria include compliance with the RFP, understanding of the project, approach, ability to perform within the timeframe, proposer qualifications, overall costs, and participation of certified veteran or Hudson initiative small entrepreneurships. A performance bond is not applicable. The contract period is 180 calendar days from the Notice to Proceed.

The parish shall pay the provider in accordance with the pricing schedule. Invoices may be submitted monthly, and payments will be made within approximately 30 days after receipt of a properly executed invoice and approval by the parish.
The provider shall provide manufacturers standard limited warranties covering the MTI system and associated newly installed equipment against failure resulting from normal use. Service repairs and troubleshooting shall cover a 1-year period beginning on the date of final acceptance.
The proposal will be evaluated based on compliance with the RFP, understanding of the project, approach to the project, ability to perform within the stated timeframe, qualifications of the proposer, overall costs and fees, and participation of certified veterans initiative or Hudson initiative small entrepreneurships. The proposer with the highest overall score will be recommended for award.
Proposers must demonstrate their qualifications and experience, including a description of all relevant consulting assignments similar to the project completed within the last three years. Resumes for key personnel are also required.
Failure to complete or deliver within the time specified or to provide services as specified will constitute a default and may cause cancellation of the contract. The parish reserves the right to purchase products or services on the open market and charge the provider for the excess cost.
A mandatory site visit is required. The provider shall coordinate with facilities management and the Sheriff's office to schedule the date and time for the update.
The notice states that proposers waive all rights to protest, contest, debate, or call into question the processes, procedures, methodology, or results of the RFP or the selection of a provider.
