Sealed proposals for
audit services are due Tuesday, July 8, 2025, at 2:00 PM CST to the Fort Bend County Purchasing Department, Travis Annex 301 Jackson, Suite 201, Richmond, TX **** correspondence must include Purchasing Department in the address. Proposals must be submitted as one original, seven paper copies, and one electronic response on a labeled flash drive containing a single PDF file matching the hard copy. Addendums will be posted on the Fort Bend County website no later than 48 hours prior to bid opening. Respondents must comply with all requirements outlined in the RFP document. Questions and clarifications must be submitted in writing to the purchasing agent by July 1, 2025, at 10:00 AM CST. The county reserves the right to reject any or all proposals, to reconsider proposals, to meet with respondents, and to delete or add scope until final contract signing. Proposals must be valid for 90 days after submission. The county is exempt from state sales tax and federal excise tax. Proposals containing elaborate artwork, expensive paper, or presentations are not desired. All inquiries must be directed to the purchasing agent in writing. The county reserves the right to retain all proposals. The awarded vendor must hold an active status on the SAM. gov website, if applicable. The contract term is from August 1, 2025, to July 31, 2026, with four additional one-year renewal options. The county requires completion of Form ****, Certificate of Interested Parties, through the Texas Ethics Commission website. Insurance requirements are detailed in the RFP. The respondent is an independent contractor. The
audit will cover financial statements, compliance with major federal and state award programs, and supplementary information. The
audit must be conducted in accordance with
auditing standards generally accepted in the United States of America (US GAAS), Government
Auditing Standards, and the Uniform Guidance. The respondent must comply with all federal, state, county, and local laws concerning this type of product/service/equipment/project and the fulfillment of all ADA requirements. The respondent must provide any and all notices as may be required under the Drug-Free Workplace Act of 1988. The respondent must agree to indemnify the county from claims arising from their activities. The respondent must comply with the Texas law regarding not boycotting Israel and not being listed on the comptroller's website concerning companies identified under certain sections. The respondent must acknowledge that the county is opposed to human trafficking and that no county funds will be used in support of services or activities that violate human trafficking laws. The county is exempt from state and local sales and use taxes. The respondent must issue its Texas resale certificate to vendors and subcontractors for qualifying items, and state these items at cost.
