Substantial completion, including retirement, installation, energization, and service cutovers, must be completed no later than July 15, 2027. The successful bidder must comply with union signatory requirements, either by being signatory to a current collective bargaining agreement with IBEW Local ****, executing an agreement with IBEW Local ****, or executing an agreement to comply with the terms and conditions of the most current agreement between IBEW Local **** and the Alaska Chapter National Electrical Contractors Association, Inc. The signatory requirement only becomes applicable to the successful bidder once a contract is awarded.
