Bids are requested for construction services for highway 99 water and sewer extension. A mandatory pre-bid teleconference is scheduled for August 13, 2026. The project involves installing approximately 3,873 linear feet of 12-inch water main and 943 linear feet of 8-inch gravity sewer main. The owner will provide water and sewer main materials, but bidders are responsible for procuring sanitary sewer manholes. The contractor must complete all work within 45 calendar days of receiving a notice to proceed. Liquidated damages of $2,000 per day will apply for delays. Bids must be submitted in hard copy only. A bid bond of not less than 5% of the bid amount is required. Performance and payment bonds will be required of the successful contractor.
Bid responses are due by 12:00 noon EDT on Tuesday, September 1, 2026. The contractor is to complete all work within 45 calendar days of receiving a signed notice to proceed.
The award shall be made to the lowest responsive and responsible bidder, provided that if the Brunswick-Glynn County Water and Sewer Commission believes that the public interest will be best served by accepting other than the lowest bid, it shall have the authority to accept the bid that will best serve the public interest.
The Brunswick-Glynn County Water and Sewer Commission will make an award only to a responsible firm possessing the ability to perform successfully under the terms and conditions of the procurement. Consideration will be given to such matters as firm integrity, compliance with public policy, record of past performance, and financial and technical resources.
The contractor agrees to pay owner, as liquidated damages, $2,000 per day for each calendar day beyond the contract time limit for final completion or extension thereof that work remain incomplete.
A mandatory pre-bid teleconference will be held on Thursday, August 13, 2026, at 4:00 p. m. EDT. Interested bidders are asked to preregister.
The deadline for questions is Wednesday, August 19, 2026, no later than 5:00 p. m. EDT.
The Brunswick-Glynn County Water and Sewer Commission reserves the right to reject any bid if the evidence submitted by, or investigation of, the bidder fails to satisfy the commission that they are properly qualified to carry out the obligations of the contract.
