Payment will be made upon satisfactory completion of services. All agreements must be approved by the purchasing department, signed by both parties, and have an approved purchase order in place before services can be rendered and invoices can be submitted for payment.

In determining the best value to the city, the following elements will be considered: whether the bidder maintains a permanent place of business, has adequate equipment in good working condition, has suitable financial status, has appropriate technical experience, and applicator licenses, if applicable.

The bidder must be capable of performing each of the various items of work bid upon. Each bidder shall submit with the proposal a statement listing equipment available for the work being bid upon.
