Proposals must be placed in a sealed opaque envelope and addressed to the Oak Brook Park District by 11:00 a. m. on Tuesday, March 4, 2025. Proposals must include all sections of the RFP packet, executed properly with black ink, and bear the legal name of the business organization. Signatures must be in longhand and executed by a duly authorized official. Proposals must include a completed cost proposal form, certifications, and references. A copy of a
waste and
recycling service provider's license for commercial properties issued by the Village of Oak Brook, if applicable, must be included. Proposers must acknowledge all addenda received. The district reserves the right to waive technicalities, accept or reject any or all proposals, and accept portions of a proposal. Proposals shall not include federal excise tax or state sales tax. An exemption certificate will be furnished upon request. The successful proposer will be required to comply with all applicable federal, state, and local laws, rules, regulations, and executive orders. The district encourages women and minority business firms to submit proposals. The contract will be for two years, commencing May 1, 2025, and ending April 31, 2027, with a possible one-year renewal. The contractor will be responsible for all labor, materials, containers, tools, equipment, vehicles, transportation, and landfill facility space. The service frequency and dumpster sizes are specified for each location. Insurance requirements are detailed, including commercial general and umbrella liability, business auto and umbrella liability, workers compensation, and pollution liability. The contractor must provide certificates of insurance and applicable policy endorsements. Additional documents, such as certifications, are required. The district may accept the proposal of the lowest responsive and responsible proposer. The district reserves the right to reject all proposals, reject certain proposals, accept only portions of work, or award the contract to the responsible proposer submitting the lowest proposal. The successful proposer must sign and deliver all required copies of the contract within ten days of the award.
