The Illinois Army National Guard needs to procure meals for training conducted in Volk Field, WI from September 22nd to 26th, 2025. The procurement is a small business set-aside under NAICS ****, caterers. Offers will be evaluated using the lowest price technically acceptable (LPTA) source selection process. Questions regarding the request for quote (RFQ) must be submitted by email to specified addresses by July 24th, 2025, at 2:00 PM CDT. The government intends to award without discussions. The offer must include a detailed technical approach to the statement of work (SOW), pricing details for all resources required, and the contractor's contract number. Delivery of meals is required on specific dates and times at the Volk Field dining facility. The contractor must provide a menu listing the items for each meal for each day, and must adhere to federal, state, and local food safety regulations. The contractor must indicate the serving portion size on main courses to prevent running out of food before all soldiers have eaten. Main courses must rotate to provide adequate variety and not repeat within a 3-day period. A variety of dry cereal with milk, bread and peanut butter, whole fresh fruit, and granola bars must be available as a main course alternative for every meal. The contractor must prepare all meals in a commercial style kitchen that meets the Department of Public Health requirements for commercial food preparation. The contractor must include with the bid the address of the kitchen for preparing meals, as well as a food handlers certificate or equivalent certification/licensing demonstrating the ability to prepare/sell food in Wisconsin legally. Meals shall closely follow those on the ILARNG 29-day menu, appendix 2. The exact menu items can be decided at the discretion of the vendor. The menu should use a combination of the approved recipes from the 29-day meal plan. The menu decided on by the vendor shall include the same number and type of items. Any deviated item from the menu will need to be approved by the FPMO to ensure content meets DOD nutrition. The contractor must deliver meals no more than one hour prior to the mealtimes and shall remove meals no later than one hour after the end of the mealtimes. The contractor provides no service other than delivery and disposal of the contractor's products into provided trashcans, and dumpsters. The contract incorporates FAR clauses, including limitations on subcontracting.
