Bay County is issuing a Request for Bid (RFB) for professional consulting services to develop a countywide Materials Management Plan (MMP). The selected consultant will be responsible for meeting all plan requirements as directed by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) per Michigan Public Act 451, Part 115. Key tasks include conducting community and stakeholder engagement, analyzing historical data and existing conditions, exploring circular economy technologies, identifying funding sources, and developing goals, objectives, strategies, best management practices, and action items for sustainable material management. The plan must prevent adverse environmental effects, ensure sustainable management of materials, and ensure compliance with state statutes. The selected consultant team must complete all consulting work by June 22, 2027. Proposals are due by May 29, 2026, at 5:00 PM. Vendor questions are due by May 22, 2026, at 5:00 PM. The bid must be submitted to the Bay County Finance Department Purchasing Division at the specified address. The proposal must include a cover sheet, bidder's checklist, letter of transmittal, firm profile, project approach, preliminary milestone work plan, and a separate fee proposal. Selection will be based on a point system evaluating professional qualifications, similar project experience, understanding and approach to scope of work, availability of team, and fee proposal. Bay County is a tax-exempt entity. All bids are confidential until the bid opening time and date but may be subject to Freedom of Information Act (FOIA) requests. The county reserves the right to accept or reject any or all bids.
The selected consultant team shall complete all consulting work toward the Materials Management Plan on or before June 22, 2027.
Response to this RFP will be evaluated using a point system with criteria including professional qualifications, similar project experience, understanding and approach to scope of work, availability of team, and fee proposal, totaling 100 points.
Preferred classifications are a multidisciplinary team with expertise in community planning, solid waste planning, logistics, commodities markets, materials management, community engagement, and business attraction and retention. Ideal candidates will demonstrate their experience and any subconsultants experience with delivering projects consistent with federal, state, and local standards and guidelines.
If the bidder withdraws after selection of its bid but before executing the contract for any reason, the bidder shall pay liquidated damages to the county in an amount equal to five percent (5%) of the amount of the bid.
If a bidder disagrees with the intent to award, the bidder may obtain from the purchasing office a bid protest form, which must be completed and returned within ten (10) working days from the date of the notice of intent to award.
Correspondence or inquiries made directly to bidders regarding their bids from all other persons are to be directed to those county employees designated above for appropriate review and response. Contact with other county staff or county board commissioner could be reason for disqualification.
