The contractor shall provide manufacturer warranties and installer warranties. All work shall comply with and be warranted in accordance with CPSC guidelines, IPEMA certification requirements, and ASTM standards. Independent laboratory validation of compliance with ASTM standards shall be provided, where applicable.
Proposals will be evaluated on a variety of quantitative and qualitative criteria including design approach and creativity (30 points), technical approach and compliance (25 points), experience and qualifications (25 points), and cost proposal (20 points).
The City of Knoxville is seeking qualified contractors to provide removal and replacement of playground surfacing. Experience and qualifications, including relevant experience with similar playground surfacing projects and certifications, are evaluated.
A preproposal conference will be held on Thursday, May 28th, at 2:00 p. m. at Suttree Landing Park. Attendance is not mandatory, but proposers are strongly encouraged to attend to familiarize themselves with the site and existing conditions.
Questions can be submitted in writing and must be in the hands of the assistant purchasing agent by 4:30 p. m. Eastern Time on June 5, 2026.
Failure to comply with any declarative statements (must, shall, will) may result in their bid being non-responsive and disqualified. Unauthorized contact with city representatives after solicitation posting may also cause disqualification.
