The Port of Oakland is seeking Statements of Qualifications (SOQs) for on-call construction management (CM) services for non-federally funded projects. The selected consultants will provide CM services for various port construction projects for a three-year period, with potential for two one-year extensions. The total budget for all consultant CM work under both this RFQ and a related RFQ for federally funded projects is expected not to exceed $23,000,000 over the initial 3-year term. Services include pre-construction support, construction support, and special inspection and testing services. Responses are due by July 14, 2026, at 12:00 noon, and must be submitted electronically via Liquid Files. A pre-response meeting will be held via videoconference on June 16, 2026.

Payment terms are detailed in Appendix B of the Professional Services Agreement. Consultant shall be paid for work performed up to the termination date in case of termination for convenience.
Responses will be ranked based on Key Personnel and Organization (35 points), Experience (35 points), and Nondiscrimination and Small Local Business Utilization Policy (15 points).
Minimum qualifications include an Assistant Resident Engineer with 5 years of experience, a Civil Construction Inspector with 5 years of experience, a Mechanical Construction Inspector with 5 years of experience, and a Project Manager with a Bachelor's degree and 5-10 years of experience.
If consultant fails to produce records within ten business days of the Port's written request, consultant shall pay the Port a delinquency charge of $25 for each day it does not produce records.
A pre-response meeting will be held via videoconference on June 16, 2026.
Any protest must be submitted in writing to the Secretary of the Board of Port Commissioners and received by the Port no later than 5:00 p. m. by the third business day following publication of the identity of the apparent successful respondent or of notice of intent to award.
Responses received after the stated time and date will be disqualified. Failure to submit required forms may result in rejection for non-responsiveness.
The budget for all consultant CM work described by both RFQs is expected to not exceed $23,000,000 for all contracts over the initial 3-year term.
