This Request for Quotes is issued by George Washington Regional Commission to obtain quotes from prequalified and experienced contractors to repair a residential conventional septic sewage disposal system. All quotes must be received by February 2, 2026 no later than 2 pm local time at the GWRC offices at 406 Princess Anne Street, Fredericksburg, VA **** will be given to the lowest responsive and responsible bidder on the basis of total base quote. The contractor must provide a 1-year labor warranty. A qualified site supervisor shall be on site at all times during the work. The contractor must have a Class A or B contractors license from Virginia DPOR. The contractor must provide a safety certification form. The contractor must provide all necessary permits. The contractor must provide a copy of the om agreement to the homeowner and provide a copy to VDH. The contractor must provide all required documentation to the king george county health department following completion of construction and obtain an operation permit for the onsite sewage system. The contractor must submit invoice to ***@***. *. * once local health department has issued the operations permit. The contractor must provide project start and end dates two weeks prior to the start of the installation work or within four weeks after issuance of PO or issuance of notice to proceed whichever is earlier. The contractor must notify GWRC in writing of the names of subcontractors proposed for the principal parts of the work within four weeks after the signing of the contract or within two weeks of the work starting or within 1 week after changing subcontractor whichever is earlier. All requests for changes must be provide in writing per the contract terms and conditions and are not authorized until a response in writing is sent by the GWRC team. If it is determined that the work will not be able to be completed by the contract expiration date listed in the notice to proceed, a request for an extension must be provided, in writing, a minimum of two weeks prior to contract expiration date.

Payment will be made thirty 30 days after receipt of a proper invoice with complete supporting documentation, or thirty 30 days after receipt of all goods or acceptance of work, whichever is the latter.
The system shall carry a minimum one 1 year labor warranty in addition to the manufacturers warranties.
Award will be given to the lowest responsive and responsible bidder on the basis of total base quote.
All vendors shall be properly licensed by the commonwealth of va. All vendor site supervisors assigned to this project shall have a minimum of 3 years experience in similar work.
A prebid site visit is recommended to determine what if any tree removal or site clearing that may need to occur.
Any bidder offeror who desires to protest the award or decision to award a contract, by gwrc shall submit such protest in writing to the executive director no later than ten 10 days after public notice of the award or announcement of the decision to award, whichever comes first.
