General bids must be received no later than 10:00 a. m. , Wednesday, August 26, 2026. Sub-bids are due no later than 10:00 a. m. , Wednesday, August 19, 2026. The project is to be substantially complete on October 31, 2026.

The contractor shall guarantee all work for a minimum of one year after the date of substantial completion, unless otherwise required in the specifications. General bids must be accompanied by a certificate of eligibility from DCAMM for general building construction and a contractor update statement. Sub-bids require a certificate of eligibility in the respective trade category and a contractor update statement.

A pre-bid conference will be held on Wednesday, August 12, 2026, onsite at Vernon Hill School, 211 Providence Street, Worcester, MA ****, beginning at 10:00 a. m. It is recommended that all bidders attend this meeting.

Any general bid or subbid submitted without a currently valid certificate of eligibility and update statement shall be invalid and will not be accepted. Failure to acknowledge receipt of an addendum on the bid form may be cause for rejection of the bid.

The ideal scenario is to achieve full city network build within 36 months of project start. provide an estimated deployment schedule for the envisioned network.

Delivery and/or completion will be made within twelve 12 days from date of notification if no date is indicated. Should the successful bidder fail to make delivery or complete contract within time specified, the city reserves the right to make the purchase on such orders at the open market and charge any excess over contract price to the account of the successful bidder, who shall pay the same.

Prompt pay discounts will be considered when determining the low bid except when discounts are for a period of less than 30 days. Terms, prompt pay discount 30 days, net 45 days.

The bidder guarantees all equipment, materials and/or workmanship for a period of one 1 year after final inspection and acceptance and shall replace promptly any defective equipment, materials and/or workmanship required without additional cost to the city.

Awards will be made to the bidder quoting the lowest net price in accordance with the specifications. The procurement officer shall award the contract to the lowest responsible and responsive bidder.

Bidders must demonstrate experience servicing heavy-duty diesel vehicles or fire apparatus, familiarity with Cummins engines and equivalent systems, availability of a properly equipped service facility, ability to meet turnaround expectations, flexibility to accommodate operational needs, ability to handle multiple units per week if required, ability to maintain consistent throughput, and capability to perform Massachusetts state vehicle inspections. Supporting documentation including company background, certifications, and references from a minimum of 3 municipal or fleet clients is requested.

If any product is found that does not meet the analysis submitted by the bidder, the purchasing agent may reject the product and require its removal and replacement, or retain the product and compensate the contractor as determined by the purchasing agent and city manager. Violation of provisions regarding illegal, criminal, or shocking behavior can lead to immediate termination of the contract.

Samples of the product to be delivered may be taken by a representative of the city, either prior to delivery or while it is being delivered, or from storage facilities. Bidder agrees to furnish the necessary manual labor, without additional cost, required to assemble the physical samples.

Any prospective bidder requesting a change in or interpretation of existing specifications or terms and conditions must do so within five 5 days (Saturdays, Sundays, and holidays excluded) before the scheduled bid opening date.

Bids which are incomplete, not properly endorsed or signed, or otherwise contrary to instructions will be rejected as informal. Conditional bids will not be accepted. Failure to contract and provide a bond within ten 10 days of notice may result in the bidder being deemed to have abandoned the contract.

Payments will be made according to M. G. L. Chapter 30, Section 39k.

The contractor warrants that all materials and equipment will be new and of recent manufacture, and all work will be of good quality, free from faults and defects.

The general contract will be awarded to the lowest responsible and eligible general bidder.

Only contractors holding a certificate of eligibility from DCAMM in the HVAC category and in a single project amount higher than the estimated project cost will be able to file a bid.

Bids may be withdrawn without penalty prior to the time and date specified. For any bid withdrawn after the time and date specified, the bidder shall forfeit the deposit on the bid as liquidated damages.

Any prospective bidder requesting a change in or interpretation of existing specifications or terms and conditions must do so within five days (excluding Saturdays, Sundays, and holidays) before the scheduled bid opening date.

Any general bid which is not accompanied by a bid deposit, or which otherwise does not conform with sections forty-four a to forty-four l, or which is on a form not completely filled in, or which is incomplete, conditional or obscure or which contains any addition not called for, shall be invalid and the awarding authority shall reject every such general bid.
