The contract for waste tire hauling services is set to begin on June 1, 2026, and end on May 31, 2027, as stated in the bid notice.

Contractor extends to Knox County all warranties allowed under the U. C. C. Contractor shall provide copies of warranties to the county. Return of merchandise not meeting warranties shall be at contractor's expense.

The bid notice states that award will be made to the most responsive, responsible bidders meeting specifications, who presents the product or service that is in the best interest of Knox County. Knox County intends to make a best value award, which means more than low bid, including initial cost, service quality, and other factors detailed herein.

Bidders must be registered with the Knox County Procurement Division prior to submitting their bid. Contractors' equipment operators shall be certified in the proper operation of the equipment they will use under this term contract. Certifications of technicians must be included in the bid package. Bidders will be required to list all the equipment, assets, and personnel they utilize in providing waste tire hauling services.

Knox County reserves the right, in case of vendor default, to procure the articles or services from other sources and hold the defaulting vendor responsible for any excess costs occasioned thereby. Should vendor default be due to a failure to perform or because of a request for a price increase, Knox County reserves the right to remove the vendor from the county's bidders list for twenty-four (24) months.

Any protest or question regarding the specifications or bid procedures must be received in the Procurement Division no later than 4:30 p. m. local time on April 8, 2026.

The bid notice states proposals must be received by 2: 00 p. m. on april 14, 2026.

Vendors must be registered with the procurement division prior to submitting their proposal. Vendors must, upon request, furnish satisfactory evidence of their ability to furnish products or services in accordance with the terms and conditions of these specifications.

In case of vendor default, Knox County reserves the right to procure the articles or services from other sources and hold the defaulting vendor responsible for any excess costs. Should vendor default be due to a failure to perform or because of a request for a price increase, knox county reserves the right to remove the vendor from the countys bidders list for twentyfour 24 months.

Any protest or question regarding the specifications or proposing procedures must be received in the procurement division by march 27, 2026 at 4: 30 p. m. local time.
