Knox County is seeking sealed bids for the provision of hot mix materials. Bids are due by 2:00 PM local time on July 22, 2026. Award will be made to the most responsive, responsible bidders meeting specifications, with an intent to make a best value award. Vendors must be registered with the procurement division prior to bidding. Delivery is expected within two business days of request, or materials can be picked up at vendor locations. All mix must meet Tennessee Department of Transportation specifications. Vendors must hold prices firm for 90 business days from bid opening.
Bids must be received by 2:00 p. m. local time on July 22, 2026. Late bids will neither be considered nor returned. If delivery is requested by Knox County, contractor must be able to provide materials within a two business day time period after a phone call is received from Knox County.
A minimum of thirty days is required to process invoices for payment when invoicing instructions are followed. Vendors must indicate if they will accept the Knox County credit card Visa as a form of payment.
Contractor warrants that all items delivered and all services rendered shall conform to the specifications and will be fit for the particular purpose purchased, of merchantable quality, good workmanship, and free from defects. Contractor extends to Knox County all warranties allowed under the U. C. C.
Award will be made to the most responsive, responsible bidders meeting specifications, who presents the product or service that is in the best interest of Knox County. Knox County intends to make a best value award, which means more than low bid, including initial cost, service quality and other factors.
Bidders must be registered with the procurement division prior to submitting their bid. Contractors equipment operators shall be certified in the proper operation of the equipment they will use. Bidders must furnish satisfactory evidence of their ability to furnish products or services.
Knox County reserves the right, in case of vendor default, to procure the articles or services from other sources and hold the defaulting vendor responsible for any excess costs occasioned thereby. Should vendor default be due to a failure to perform or because of a request for a price increase, Knox County reserves the right to remove the vendor from the county's bidders list for twenty-four months.
Any protest or question regarding the specifications or bid procedures must be received in the procurement division no later than 4:30 p. m. local time on July 8, 2026.
Failure to comply with any declarative statement (must, shall, will) may result in their bid being nonresponsive and disqualified. Unauthorized contact with Knox County representatives other than the procurement division may cause disqualification.
