The proposals will be evaluated and awarded based on a comparative formula of relative weighting. The university reserves the right to reject any or all proposals, or any portion thereof, and readvertise if deemed necessary. Awards will be made to the proposer whose proposal conforms to the RFP and, in the sole judgment of the university, will be the most advantageous to the university.
