This is a solicitation for coniferous tree planting services on the Umatilla National Forest. The project is set aside for small businesses. Quotes are due March 4, 2026, at 2:00 PM PST. The government intends to evaluate quotations using a comparative evaluation methodology. Award will be made to the offeror representing the best value to the government, price and other factors considered. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The contractor shall furnish all supplies and materials except those designated as government-furnished. The contractor shall provide certification under this solicitation in compliance with the migrant and seasonal agricultural workers protection act mspa and farm labor contractor flc certificate of registration requirements describing the workforce they will utilize to fulfill the contract requirements under this solicitation and any resulting contract. The contractor shall promptly notify the contracting officer upon entering into any subcontracting arrangement. All clauses contained in this contract will be passed down to the subcontractor with a signed notice of subcontracting.
