The City of Birmingham is seeking proposals for vertical transportation consulting services for the modernization and code compliance of 14 elevators. Key services include technical oversight, condition assessments, non-proprietary engineering design specifications, bid auditing, and project management. A mandatory pre-bid meeting is scheduled for August 19, 2026. Proposals are due by September 4, 2026. The estimated multiyear capital budget placeholder for the initial eight parking garage elevators is $4,000,000.

Payment will be made within thirty (30) days after invoice. Payment terms will be net 30 days unless otherwise specified by the city.

Proposals will be evaluated based on the ability to provide services, related experience, consultant background, personnel qualifications, quality of materials, overall costs, and references. The evaluation panel will consist of city staff and any other persons designated by the city who will evaluate the proposals based on, but not limited to, the following criteria: 1. Ability to provide services as outlined.
A pre-bid meeting, which includes an onsite visit, is mandatory. prior to submitting a bid, interested consultants are required to attend a prebid meeting to conduct an onsite visit of the locations
If any official of the city, or their spouse, child, parent or in-law, becomes directly or indirectly interested in the agreement or the consultant's affairs, the city may terminate the agreement if the disqualification is not removed within thirty days of notice. If, after the effective date of this agreement, any official of the city, or spouse, child, parent or inlaw of such official or employees shall become directly or indirectly interested in this agreement or the affairs of the consultant, the city shall have the right to terminate this agreement
