Responses to this RFP must demonstrate the consultant's specific expertise in inclusive community engagement, visioning for future economic development, preparing an employment land inventory report, analyzing employment growth and demand, and completing an economic opportunities analysis document that identifies employment land supply and demand over the next 20 years.

Any prospective consultant who contends that the provisions of the RFP or any aspect of the procurement process will encourage favoritism in the award of the contract, or substantially diminish competition, must file a written protest to the RFP at least seven 7 days prior to the date set for the opening of proposals.
