Payment will be made using the Lodging in Kind (LIK) GPC credit card. A summary invoice shall be submitted at least monthly or upon expiration of the BPA, for all deliveries/services provided during a billing period ending on the 25th of each month. The hotel shall provide an individual invoice via an individual folio as requested by the contracting officer.
The government will award a BPA resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The government will utilize subjective comparative analysis. The following factors will be used to evaluate offers: price, technical performance, and past performance.
Offerors must be the owner, operator, or authorized on-site manager of the lodging facility and demonstrate direct control over room inventory, reservation management, and guest services. Third-party entities are not eligible. Contractors who want to be considered for a BPA should submit a capabilities statement, verification of SAM registration, aptitude/ability to meet requirements, any discounts offered, remit to address, acknowledgement of amendments, and an exhibit 1 pricing sheet.
The facilities provided may be inspected by billeting, fire protection, medical, and contracting personnel at any time during the agreement period.
