The City of Lubbock is seeking a contractor for comprehensive energy assistance program (CEAP) services, including repair of existing heating & cooling units and installation of portable air conditioning units. Bids can be submitted electronically via Bonfire portal or in hard copy. The deadline for submission is July 2, 2026, at 3:00 PM. A non-mandatory pre-bid meeting will be held on June 23, 2026. The contract term is one year with four one-year extension options. The city may make multiple awards. Bidders must be familiar with all requirements and specifications. The contract may be awarded to the lowest responsible bidder or the bidder providing the best value.
Sealed bids or electronic submittals shall be received until July 2, 2026, prior to 3:00 PM. Please allow time to upload required documentation; 24 hours in advance is recommended.
Payment shall not be due unless and until the seller shall not be in default under the terms of the contract, and until the required instruments are submitted after delivery. The city may make payments using its Mastercard purchasing card (pcard), and the seller agrees to accept pcard payments without any additions or surcharges.
Seller guarantees equipment or product offered will meet or exceed specifications. Seller shall, upon request, replace any equipment or product proved to be defective and make any and all adjustments necessary without any expense to the city.
The contract may be awarded either to the lowest responsible bidder or to the bidder who provides goods or services at the best value for the City of Lubbock. The city may consider purchase price, reputation, quality, needs fulfillment, past relationship, impact on HUB compliance, and total long-term cost.
The bidder may be required to show to the complete satisfaction of the City of Lubbock that the bidder or subcontractor has the necessary facilities, ability, and financial resources to provide the service specified in a satisfactory manner. The bidder may also be required to give a past history and references.
The city will have the option to charge the vendor a fee of **** per vehicle per day for late delivery. Late fee applies when the vendor has not requested and received prior written permission and approval from the ordering entity to make delivery after the number of days established by the contract or the purchase.
All protests regarding the ITB process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.
A bid will be subject to being considered irregular and may be rejected if it shows omissions, alterations, conditional alternate bids, additions or alternates in lieu of the items specified, if the unit prices are obviously unbalanced, or irregularities of any kind. Failure to comply with listed general conditions may result in disqualification.
