This is a non-personal services contract for
laundry, dry cleaning, and alteration services for seven JROTC programs in Birmingham City
Schools. The contract period is for one base year and four option years, starting September 27, 2025. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the services. A one-week turnaround time is required for cleaning approximately 500 uniforms, with additional time coordinated with individual
schools for large volume turn-ins. The contractor must submit courtesy invoices to the military property specialist. The government will provide appropriate insignia/patches/buttons for sewing, repairs, and application to the uniforms. The contractor is responsible for pickup and delivery of uniforms, storing, securing, and protecting all articles of clothing, and maintaining accountability and tracking of all
laundry, dry cleaning, alteration, and repair items. The government is exempt from paying any sales taxes related to this contract. The contractor must develop and maintain a quality control plan (QCP) to ensure services are performed in accordance with the performance work statement (PWS). The government will evaluate the contractor's performance under this contract in accordance with the quality assurance surveillance plan (QASP). A joint inventory of uniforms will be conducted with the JROTC program representative before acceptance of uniforms. The contractor must correct all deficiencies in services performed by the contractor at no additional cost to the government. Alterations will only be performed on trousers or slacks. The contractor shall provide support between the hours of 08:30 to 16:00, Monday through Friday. The notice also includes information about holidays, recognized holidays, and summer leave.
