This is a sources sought for a non-personal services contract to provide employment coaches and technical support for the Florida National Guard's Employment Support Program (FL NGESP). The program aims to provide employment opportunities and career options for National Guard and Reserve components. The contract will have a base year and four option years. Performance will be throughout the state of Florida, with contractors working from their own sites. Telework is permitted. Contractors must comply with installation access and security requirements, including awareness training. A contract manager will be designated. Contractor employees must identify themselves as contractors and wear appropriate identification. The contract prohibits trafficking in persons. Travel expenses will be reimbursed according to Joint Travel Regulations. The government has unlimited rights to all documents and materials produced. Organizational conflicts of interest must be managed. The requirement is currently in the SBA 8(a) program and will be solicited as a competitive 8(a) set-aside. Interested vendors should provide a capabilities statement.
The period of performance is from September 29, 2026, to September 28, 2031, including a base year and four option years.
The evaluation method will be best value trade off.
Minimum qualifications for an FL NGESP Employment Coach include a Bachelor's degree (preferably in Human Resources, Psychology, Business Management, Business Administration, or Social Science) and prior case management experience or experience with employment services programs, personnel management, or human resource experience. Excellent verbal and written communication skills and knowledge of RC logistics and maintenance programs, operations, automation systems, regulations, policies, SOPs, and RC deployment cycles are also required.
The government reserves the right to direct the removal of an employee from government property or revoke access to government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for these reasons does not relieve the contractor from responsibility for total performance of the contract.
