Construction project to replace main electrical distribution equipment at Lexington VA Healthcare System. Magnitude of construction is $5,000,**** to $10,000,****. 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Proposals due July 31, 2026. Site visit is mandatory on July 10, 2026. RFIs must be submitted by July 16, 2026. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Offerors must be registered in SAM. gov and SBA DSBS. Bid bond required.
The performance period is 540 calendar days. The first 360 days are for acquisition of electrical equipment and preconstruction activities, with the remaining 180 days for phased installation. Construction shall not begin until all equipment is on hand.
Payment will be made by electronic invoicing. Invoices must be submitted electronically. Payment for materials stored offsite is not authorized unless approved by the CO.
Award will be made to the responsible SDVOSB offeror whose proposal conforms to the solicitation and is most advantageous to the government, price and other factors considered, using the Lowest Price Technically Acceptable (LPTA) process.
Offerors must be registered in SAM. gov and SBA DSBS. They must demonstrate relevant construction experience, key personnel experience, and satisfactory past performance. Joint ventures must also submit SBA DSBS registration or certification.
The contract may be terminated for default if the contractor fails to execute contractual documents or furnish executed bonds within 10 days after award notification. Liquidated damages may apply in the event of a data breach or privacy incident involving sensitive personal information.
A site visit is mandatory on July 10, 2026, at 10 am ET, meeting in the lobby of the Troy Bowling Campus. here will only be one 1 site visit for this project.
Protests must be filed with the contracting officer or the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service. The copy of any protest shall be received in the office designated above within one day of filing a protest with the gao.
Failure to submit required documentation, such as bid bonds, SAM registration, SBA DSBS proof, or **** reports, can lead to disqualification. Also, failure to meet technical requirements or provide accurate information can result in ineligibility for award.
