The purpose of this Performance Work Statement (PWS) is to establish performance-based requirements for the delivery and installation of a door surveillance system for the Special Access Facility (SAF). The system shall support observation and situational awareness. The contractor shall provide all resources required to design, install, configure, and test a complete camera system in the SAF, and a main monitoring station. The system must be reliable, secure, and meet base infrastructure and cybersecurity requirements. The CCTV system shall include a 4 port PoE NVR, 1 HDD hard drive, 1 equipment enclosure, 3 dome style 4K IP, autofocus cameras with mounting back boxes, a power conditioning, surge protection and uninterrupted power supply, 3 32 TAA compliant Samsung display monitors, ceiling grid mounted with adjustable brackets and 4K HDMI signal distribution cabling and equipment. The CCTV system will not be integrated into any preexisting DOD network IT systems. The CCTV system will be a standalone monitoring system and may include a hard drive for recording. The period of performance shall not exceed 120 calendar days from date of award. Onsite work should not exceed 10 duty days. Contractor personnel must coordinate base access through security forces. All personnel must comply with safety and security policies while on site. All records are subject to the Freedom of Information and Privacy Act. Government oversight will be conducted using periodic inspections and a final acceptance review. Any deficiencies must be corrected at no additional cost. The contractor shall perform preventative maintenance on a one-time basis six months after installation completion and acceptance. Corrective maintenance services must be provided to repair any system malfunctions or failures within 72 hours of notification. Help desk support shall be available Monday-Friday 8 am-5 pm. The government reserves the right to exercise options for up to 4 option years for maintenance and support. The price for maintenance and support services during each option year may be adjusted based on the Consumer Price Index (CPI) for North Dakota, a fixed percentage increase, or a mutually agreed-upon price adjustment. The maximum price increase for any option year shall not exceed 2. 5%. The contractor shall provide a detailed justification for any proposed price increase at least 90 days prior to the exercise of the option. The government reserves the right to request minor scope changes to the maintenance and support services during the option years. The government will provide written notification of its intent to exercise an option year at least 60 days prior to the expiration of the current contract year. The solicitation response date has been extended to May 13, 2026.
